This field cap is a very small size, and though I can't say with 100% certainty, I believe it may have been worn by child helpers in the People's Liberation Army. Child helpers had been used extensively by the Chinese in both WW2 and the Chinese Civil War, and smaller-than-usual uniforms were often provided to them, as can be seen in original photos of the era.
